On October 4, 2017 the Institute for Public Administration and Governance, HSE held the workshop “International experience of development of parliamentary Regulatory Impact Assessment (RIA) at national and supranational levels.” The workshop was attended by a wide range of stakeholders – representatives of the academic community, private sector, including EDSG experts, as well as representatives of the government authorities and independent experts.
During the workshop various aspects and features of the implementation of the parliamentary RIA at national and supranational levels were discussed, e.g. the experience of different countries in parliamentary RIA implementation.
The workshop included the following thematic sessions:
- The use of tools for RIA and impact evaluation in the OECD countries parliaments: experiences and possible prospects for Russia
- Implementation of the Regulatory impact analysis in the Jogorku Kenesh (Parliament) of the Kyrgyz Republic
- Regulatory acts impact assessment in the European Parliament
- Register of participants of public discussion in the European Commission as a tool of improvement the transparency of the rulemaking process
High interest of the participants and a number of lively discussions spotted the high relevance of the parliamentary RIA development at national and supranational level.
